A master license gives the license holder the right to use a recorded piece of music in a media projects such as a film, TV Show, commercial, or another visual creation or audio project. A masters license is obtained from the person who owns the recording, which is the party that financed the recording. So, at a basic level, a record label owns the master recording license (unless you're an independent artist, in this case the artist owns their work).
Plenty of artists do not own their work, this in turn can often result in disputes between the artists and the record label owners.
